It's a well-known secret formula that involves the players ability to fight, ability to defend, and ability to fight in wars.

Infra destroyed is the main criteria - followed up by perceived slack coordination during war time (hence why people who haven't fought with us yet are at the bottom).

Yeah, it's not like there's any other objective way to really rank this.

Even if the numbers are roughly the same, it's hard to tell with P&W mechanics. Like I beat Woot head-to-head on test server, with a 1 city disadvantage, but I had first strike.
