If you're familiar with Paradox Interactive, it's a space faring grand strategy game they're working on. Although, I'm rather optimistic given its genre it'll be quite different from their other titles since it isn't based on earth or actual history. You'll create a human or alien civilization that'll explore, conquer xeno scum (or not if you're not mean, I guess), and paint the universe with your color. At least that's my expectation in PI games. Blobbing your country/dynasty across the known world(s) and painting the map. Except in this case it's on a galactic scale!
Dunno their approach to HOI4 is different. They don't have a date and intend to release the game only when it's ready, no compromises. Dunno if the same policy wil carry over to Stellaris as well or is it dev team based.
