No. Cuba is one of the richest countries in Latin America and has a GDP PPP per capita of $18,796, and excellent healthcare and education. Free food is also a plus.

Lol. Well being the richest Latin American country doesn't really mean much, but it still has quite a large amount of problems. Dictatorship being one of them. But, nonetheless, Cuba is still considered poverty when put beside the US. The US considers $18K a year as poverty level in most places.
