Choose a choice from each category as you see fit. As players make choices, new topics may appear:

Slavery:

a) Slavery is legal (30% lower labor cost, make your nation unpopular)

b) Slavery is illegal (No change)

Religion:

a) There is an official religion every citizen must follow (+3% chance of rebellion, more unified)

b) There is an official religion, but it is not required to be practiced (+1% chance of rebellion, slightly more unified)

c) There is no official religion, but anyone may practice a religion if they want (No change)

d) Religion is banned (100% less cost for religious buildings, +3% chance of rebellion)

Women:

a) Women are not allowed to participate in any public activity (1% growth improvement per year, unpopular among women)

b) Women are not allowed in the military, but they can have jobs (Lower unemployment, less popular among women)

c) Women are allowed anywhere (Gain 600 military cred per day instead of 500, -10% military strength, lower unemployment)

Alcohol:

a) Alcohol is illegal (+5% chance of rebellion, more intelligent citizens)

b) Only adults can drink alcohol (No change)

c) Anyone can drink alcohol (Less intelligent citizens, +2% happiness)

Voting (If allowed):

a) Only adult (Insert main ethnic group here) men can vote (Unpopular among women and minority groups, more favorable outcome)

b) Only (Insert main ethnic group here) adults can vote (Unpopular among minority groups, slightly more favorable outcome)

c) All adults can vote (No change)

d) All citizens that are able to read and write, including children, may vote (+2% happiness, possible unfavorable outcome)

Child Labor:

a) Children are forced to work (Large improvement in tax revenue, make your nation very unpopular)

b) Child labor is illegal (30% less tax revenue)

Elderly Labor:

a) Old people are forced to work until they die (Small improvement in tax revenue, make your nation very unpopular)

b) Old people do not have to work (10% less tax revenue)

In what ways may unavailability among minorities increase the chances of rebellion and negative effects?

I don't think disclosing that would be too much of a spill on the part of the moderators. I would guess that minorities will likely play a greater role in political correctness and voting later in the game but what might be the side effects of putting down women, minorities, some possible voters, etc.?

Can possibly lead to civil unrest, rebellion, unpopularity, civil war, etc. But maybe it won't, you'll never know for sure :P
