Background:
The Scandinavian Republic is advised by the Overseer: Bernard Sandcastle. It has a population of 26,490,823 people, and it is widely known as an educational superpower, as it ranks amongst the highest countries in the world in education. It is also is home to an advanced single-payer healthcare system. The country is mostly an Atheist state, with only roughly 30% of the population actively practicing a religion. TSR has the highest minimum wage in the world at $20 (USD) an hour. The country values education, welfare, science, and technology over military strength.

Every 2 years, a national election is held for president. There are 100 districts, each with 10 electoral votes. The winner must have 501 or more of the 1,000 electoral votes. Any person may run for office that has held a position in their district's own political system. There are 5 "Parties", which rather than having different views, are just used to identify where they come from. There's the Dane Party (D), Swede Party (S), Norwegian Party (N), Finn Party (F), and Icelander Party (I). Each party will nominate a person to run after a set of primaries. After all parties have nominated a person, they will all debate 5 times over many issues. On December 28th, it is election day. Electoral votes are split according to popular vote in each district (For example: In district 1, if candidate A gets 50% of the votes and Candidate B gets 30%, Candidate A receives 5 votes, and candidate B receives 3 from district 1). If no candidate has reached 501 electoral votes, the bottom 3 candidates are eliminated and the other 2 will move on to a second voting round on the 29th to determine president. This step isn't done if a candidate receives 501 or more in the round of 4. Presidents are sworn in January 5th of the following year.

Education:
Schooling begins at age 6, and is mandatory. All schools are public, and no religious schools are permitted to exist. Students are required to be schooled until they finish secondary school, but they may drop out of secondary school at 16 if they wish. Primary school goes from 1st grade, to 8th grade, and Secondary school is from 9th, to 13th. No standardized tests are permitted, and homework is discouraged. Tertiary schooling is encouraged, but optional, and is completely paid for by the government through taxes. Students must have completed secondary school with a 60 GPA or higher (0-100 scale) to attend tertiary school. In tertiary school, students may pursue any of 3 levels of Degrees, Apprentice (2 years), Bachelor (4 years), or Master (6-12 years, depending on desired profession). Students learn a variety of subjects, where mathematics and science are the main focus.
Healthcare:
All healthcare is entirely paid for by the government, through a single-payer system. Taxes are used to cover any and all medical problems, as the cost of medicine is extremely low in TSR. Since all citizens are covered immediately after they are born, life expectancy is upwards of 85 years for women, and 80 for men.
Welfare:
The official retirement age is 62. All citizens pay a 1% tax throughout their life that is dedicated to only their retirement, and at the time they retire, they receive their saved money gradually every month for the rest of their lives. When a citizen dies, all of their money can either be given to the government or given to their family, depending on what they choose to do with it when they are 25. If a citizen is unemployed, they will receive a check every month in which they can raise a family of 4 without being in poverty, so long as they are looking for a job. If no evidence of the citizen looking for a job exists, their benefits will be cut to only $4,000 USD per month.
Economics:
The economic system is very strong, as the country discourages the "export" of jobs to other countries. The unemployment rate is very low at about 3%. The minimum wage is a world high $20 USD per hour. Taxes are set with a progressive tax, as well as a district flat tax. Each district can have tax at anywhere between 3% and 7%. The federal tax brackets are as follows:
