Remove Chat tab

We have IRC channels. The chat tab is always empty since everyone's on IRC.

The only chat that I know of is that Chat Tab.

I agree, the chat tab gives our members who are unaware of IRC the impression that no one is using anything of the sort. The chat tab should be done away with since it is unused and creates false impressions for the unaware.
