Absolutely. My wife and I are planning to adopt our children (and have a few biologically). I just know there are so many kids out there that need families, the least I can do is love and raise one myself.

 
No because it's forbidden in Islam.

If however you mean looking after orphans, without changing their last name, or saying I'm their "dad", then sure... why not.
