Its soooooooo bad it doesn't even make sense I really wish planes were more reliable considering how important air superiority is Alex plz fix

Matters of probability make my brain hurt.  Though it does seem pretty stupid to have an even chance that, per roll, anything up to 60% of your aircraft might not be used in an attack.  I guess that risk has to be inserted somehow, though presently it doesn't reflect reality (as a sim should be attempting to do).  A sane person would never deliberately disadvantage themselves by sending 40% of their air-power and intentionally create a situation of numerical inferiority against an opponent.  RNG maybe should not be applied at that point where one is deliberately choosing to make an attack based on the numbers one is looking at.  RNG should be instead heavily applied to the defender in any attack as the person who is not the proactive party.

What is RNG?
Random Number Generator (within the parameters set out in the mechanics of the game)

In the instance of planes, random percentages of 40-100% are generated and applied to yours and your opponent’s plane count when you attack, the results multiplied by 3, then compared to work out the winner.  This is done 3 times to work out whether it’s UF PV MV or IT.

I know that they were trying to simulate the whole attacker's advantage thing where IRL you could order your air forces to bomb grounded aircraft (which was critical to victory during stomps like the 6 day war, where 300ish aircraft were able to destroy 400+ aircraft while suffering very minor losses since their opponent's aircraft were still grounded), but for game balance wise, I would personally like a more consistent and predictable system.
