At the moment we can’t change the genes of an already existing person so we couldn’t get consent of a person yet to be created. So is it ethical to test gene splicing on babies yet to be born? I’d say no, as we don’t know the side effects of said splicing can lead them to live horrible disabled lives. 

 
I think of it the same way as a surgery. Ethical with consent, if the evidence shows it's more likely to help than harm. There's usually someone empowered to make decisions for people who can't personally consent to medical treatment.
