Wars ending in 20 turns of nothing happening: Good or Bad?

Wars with nothing happening ending sooner could speed up the pace of the game. Everything else is a big fat no for me. Patching out player-created strategies is a slippery slope to Cybernations.

 
It lacks context for example. 
 

is it 20turns if either side doing nothing? Or just one side, also forcing the victor to go into beige then penalising then to come out early when they haven’t taken damage seems counter intuitive

Then what happens with beige loot both going into beige do both nations then lose loot? 

 
Pre suggests in his first paragraph that simplicity is a sought after feature of the beige system.  Whatever this crazy change is, it is not simple!  Points 2 and 5 are the only ones with any merit IMO.
