The nation with the highest budget uses R=1. From there, the number of the highest budget is divided by another budget to get the R that nation uses

Formulas:

n is your number of units you are using in that category in your attack, you don't have to use all of them, so plan according to your budget so you don't spend too much.

B is your country's overall military budget, so if your budget is $100 Billion, always put $100 Billion in these formulas.

R is your country's world military ranking (The numbers make it so that the countries with high military budget aren't using the same % of their budget as the weakest are, so it's more realistic.)

Army soldier attacks: $$$= 0.000001BRn

Vehicular (Tanks, Cars, etc.): $$$= 0.00001BRn

Aircraft: $$$= .0001BRn

Navy: $$$= .0001BRn

Missiles: $$$= .001BRn

Nuclear Weapons: $$$= .1BRn
