Fallout Universe RP idea

So John Henry Eden and I are thinking of making an RP based on the games in the Fallout universe (Fallout 3 to be exact) and it's lore. The RP would basically be where each person participating has their own settlement and they are RPing the leaders. Some of the elements are from "Fallout 3" but we don't have to follow the whole storyline or cannon events, it can go the way we want it to go, but it's in the "Fallout" world. There would be three sides: The Enclave, The Brotherhood of Steel, or you can be an independent, raider, or slaver settlement. The map we use will be the map used in "Fallout 3" and you can choose where on the map you want to be in. We can create a storyline of different events happening in the Fallout universe. That's just the basis of what I have in mind. Maybe you guys can give more ideas to make it more realistic. 

What John and I really need is someone who is really good at making and establishing RP's and putting up maps to actually maybe get this started. This is just an idea of an RP it's not an announcement that we're actually starting it.

I'm down- This is awesome

 
If you want a simple ruleset, there's FATE, which is heavier on roleplaying but handles conflict.

If you want something more difficult and impossible to play on forums, Fallout has its own board games, which utilizes the SPECIAL system and things like friendly fire from burst weapons.

If you just want to roleplay in text I'm out :P
