Well I already play a RP game, its called Politics and War.

Background:

The Holy Roman Empire is an alliance formed between Germany and Poland, formed out of the need to create and strong buffer between East and West. In regards to it foreign relations it considers itself to be a 3rd political block to counter balance East vs. West tensions. 

Government and Politics:

Current Government-

Emperor: Millanna I

Prime Ministers: Kayren (Germany) Bismark II

Presidents are elected to 6 year terms of office, offsetting by 3 years per nation (i.e. German elections 2016, Polish elections 2019). Elections are determined by popular vote, if no candidate exceeds 50% the candidate with the highest vote total is the winner. Proposed laws are presented to the national media for dissemination or the populace who votes via a national referendum 45 days after the bill is presented. Voting is done via a secure intranet firewalled from any open Internet connection.

Education:

Schooling begins at age 3, and is mandatory. All schools are public, and no religious schools are permitted to exist. Students are required to be schooled until they finish secondary school, but they may drop out of secondary school at 16 if they wish, but will be remanded to juvenile detention centers until their 19th birthday, upon their release they will serve as shock troops for the Army. Needless to say the drop out rate is show low it does not statisticall register in government census data. Primary school goes from pre kindergarten, to 8th grade, and Secondary school is from 9th, to 12th. 

Healthcare:

All healthcare is entirely paid for by the government, through a system that mirrors the American Medicaid system.

Welfare:

The official retirement age is 70.

Economics:

Any corporation that attempts to shift jobs outside the Empires borders is nationalized and all assets seized. The country maintains a nation sales tax that fluctuates based on the national budget.

Army: 29,750,000 (does not maintain active army, number reflects population deemed fit for service)

Navy: 30,000 (cruise missle submarines)
