After you are in the upper tier it gets harder

Declaring a war is -5, winning a war is +8, so every raid is +3, you don't have raid targets in the upper tier

Successful espionage is zero, successful but exposed espionage is -3, failed espionage is -5, successful espionage on your nation is -5, upper tier nations do a lot of spy attacks during wars so it is very hard to not lose approval rating with espionage (but you must do it because it is good for many other things)

Pretty sure having the lowest approval without your nation become a burning shithole is a better accomplishment than highest approval
